Complaint Against Michael Ioane Dismissed by Judge

A complaint filed against Michael Scott Ioane by the U.S. Postal Service was dismissed by the Honorable Judge Jeremy Fogle of the San Jose Federal District Court (Case #C96-21008JF, July 2, 1998).

Subsequent to the dismissal with prejudice, however, the administrative office of the USPS ignored the decision and has issued an order in contempt of Judge Fogle's ruling. Is this a deliberate display of vindictiveness towards Mike Ioane because a higher level judge issued the order in his favor? Or did the USPS simply choose to overlook the ruling?
